On the auspicious occasion of Sun’s Day, celebrating the day of the birth of the great leader President Kim Il Sung, we would like to convey to you and to the Korean people heartfelt greetings and congratulations.

            Great leader President Kim Il Sung is respected by progressive people throughout the world. He is cherished and loved as someone who dedicated his entire life and all his energies to the people’s cause. He was an ardent revolutionary, and is revered as a rare personage whose life’s aim was no less than the complete emancipation of humanity.

            In today’s circumstances, which are no less complicated and dangerous than those faced by President Kim Il Sung, your own leadership is building and developing on the legacy of Juche. Under your leadership, the Korean people are achieving unprecedented victories in strengthening the social system of their choice, and defending the DPRK’s independence against all the hostile threats of the imperialist powers. In so doing, the Korean people are inspired by your will and desire to serve humanity by building a strong and powerful nation, which is an indispensable and decisive force in the context of the people’s struggles worldwide to bring an end to war and aggression.

            This meeting takes this opportunity to express its conviction that the unanimous wish of the Korean people to peacefully reunify their homeland will come to fruition in the not-too-distant future. It expresses its profound admiration of the Korean people who are building a powerful economy under the unique Songun revolutionary leadership of the Workers' Party of Korea.

            May we wish you on this occasion the best of health and a long life. We stand shoulder to shoulder with you and the Korean people in our common cause of opening up the door to progress and socialism.

WDIE is posting this article from the DPRK for the information of our readers. It elaborates the conception of Songun politics which is a central consideration in socialist Korea. WDIE has slightly edited the original English translation.

Songun politics now administered in an all-round way in socialist Korea is widely known as the most powerful and successful political method of the present era. Its scientific accuracy, originality, great vitality and invincible might can hardly be thought of apart from the Juche idea which is officially recognised as the guiding idea for the realisation of the cause of the independence of humanity.

            Songun politics has its roots in the Juche idea.

            The Juche idea created by President Kim Il Sung (1912-1994), the founder of socialist Korea, is based on the fundamental principle that the human being is the master of everything and decides everything. The Juche idea regards independence as the most important. According to this idea, independence is an important attribute of the social human being who desires to live and develop as master of their own destiny without being subordinate or shackled to anything. All revolutionary struggles are in essence the struggle for independence. Through the struggle of the popular masses to free themselves from exploitation, oppression, domination and subordination, the struggle for realising their independence, society has been transformed and human history has developed so far.

            The cause of the popular masses for independence is inevitably accompanied by a trial of strength with the hegemonic forces. Therefore, the matter of military affairs raises itself as a question of key importance on which depends the victory of the cause of independence. Victory for the cause of independence, the socialist cause of the popular masses and the great prosperity of a country and a nation are guaranteed by force of arms – this is the principle and the law of the revolution which have been clarified by the Juche idea and the truth of which has been confirmed by history. The embodiment of this principle is precisely the Songun idea, Songun politics.

            The Korean revolution has been advancing triumphantly under the banner of the Songun idea, along with the Juche idea, for more than 80 years. It can be said that all the victories won by the Korean people in the revolution and construction up to the present are the tangible fruits of Songun. They include the brilliant accomplishment of the cause of freeing the country from the yoke of Japanese imperialist colonial rule (1905-1945), victory in the Korean war against US aggression (1950-1953), the subsequent successful promotion of the socialist revolution and socialist construction, and the victory in the struggle to defend socialism that adorned with credit the closing years of the previous century. Songun politics is the historic summing up and the precious fruit of the Korean revolution which has been carved out and has won victory after victory with force of arms.

            This politics is based on a creative solution to the question as to who is the main force of the revolution in accord with the demands of the Juche idea.

            Which classes and circles and which collectives should be put forward to be included within the main force of the revolution is one of the basic issues in strengthening the revolutionary forces and leading the revolution to victory.

            Proceeding from the changing and developing situation, the main force of the revolution should be defined on the basis of a correct analysis of the position and role of the different revolutionary forces in the revolution and construction and of their revolutionary spirit, sense of organisation and fighting efficiency.

            The Workers’ Party of Korea has scientifically analysed the specific features and role of the revolutionary army from the standpoint of Juche and, on this basis, has put forward not the working class but the army to be the main force of the revolution.

            On account of its revolutionary character and its specific feature as an armed organisation, the revolutionary army is stronger than any other class or circle in society in revolutionary spirit, organisation and fighting efficiency. In particular, the Korean People’s Amy (KPA) has grown into the most revolutionary and the most organised and elite of the revolutionary ranks of Korean society, into the vanguard taking the lead in guarding the leader resolutely, into the standard-bearer implementing the line and policies of the Workers’ Party of Korea at any cost and into the matchless strong army which is capable of annihilating any imperialist force, no matter how formidable, without mercy. Songun politics is administered with the KPA as the elite and the main force of the revolution. Herein lies the originality and invincible might of this politics.

            Songun politics is based on the ideological theory clarified by the Juche idea.

            Ideology decides everything and nothing is impossible when the people’s ideology is set in motion. This is the ideological theory of the Workers’ Party of Korea. From a long time ago, the Democratic People’s Republic of Korea has maintained the principle of holding fast to ideology as the main factor along with arms, combining arms with ideology and propelling forward the revolution and construction in reliance upon this force.

            The basis of Songun politics is the “revolutionary soldier spirit”. With the spirit of guarding the national leader with one’s very life, the spirit of carrying through the leader’s orders and instructions at the risk of one’s life and the heroic self-sacrificing spirit for the country and the people as its main content, the revolutionary soldier spirit now constitutes the spirit which represents the Songun era of Korea and the ideological and mental basis enabling the Korean people to perform heroic feats in accomplishing the cause of socialism. With the revolutionary soldier spirit displayed among the soldiers extending all over society, the military personnel and the people in the DPRK have been firmly prepared as people of unshakeable ideas and strong faith.

            Along with the Juche idea, the great guiding idea in the era of independence, Songun politics will display its power as an invincible weapon in the realisation of the anti-imperialist, independent cause.

A presidium meeting of the International Liaison Committee for Reunification and Peace in Korea (CILRECO) was held in France on March 29.

            Present there were honorary President of the Wallon Regional Council of Belgium Willy Burgeon, honorary President of the International Association of Democratic Lawyers Amar Bentoumi, Secretary General of the International Association of Jurists for Supporting the June 15 Joint Declaration Robert Charvin and honorary Professor of Free University of Brussels in Belgium Paulette Pierson, who are honorary chairmen of the CILRECO, and other members of the CILRECO Presidium and representatives of the Nordic Cooperation Committee for Friendship and Solidarity with the Korean People and political parties and organisations for friendship and solidarity with the Korean people in France, Britain and other countries.

            Guy Dupré, secretary general of CILRECO, noted in his report that last year the organisation commemorated its 30th founding anniversary significantly and conducted its vigorous activities to support the Korean people in the struggle for achieving the independent and peaceful reunification of the country under the banner of "By our nation itself" and to denounce the US hostile policy towards the DPRK and the south Korean pro-US conservatives' anti-DPRK and anti-reunification moves.

            Expressing full support for the Korean people who brought about an epochal turn in the way of the independent reunification of the country last year, the secretary general called for conducting the international solidarity movement for supporting Korea's peace and reunification more dynamically this year.

            Further speeches were then made.

            The meeting adopted an action programme of CILRECO for 2008 and a solidarity declaration for supporting the Korean people's cause of independent reunification.

            The action programme underlined the need to conduct in various forms and ways the activities of building up an international public opinion demanding the withdrawal of the US forces from south Korea, root cause of misfortune the Korean people are suffering due to the division of the country, the removal of the US military bases from there and demolition of the concrete wall built in the area south of the Military Demarcation Line.

            The solidarity declaration strongly held that the US hostile policy towards the DPRK should be terminated and the Armistice Agreement replaced with a peace agreement. It also urged the US and south Korean bellicose forces to stop their arms buildup and joint military exercises for aggression, pull down the concrete wall and dismantle the US military bases in south Korea.

            A letter to General Secretary Kim Jong Il was adopted at the meeting.

A spokesman for the DPRK Ministry of Foreign Affairs released the following statement on March 28 blaming the US for the deadlocked implementation of the October 3 agreement of the six-party talks:

            The implementation of the October 3 agreement of the six-party talks is at a deadlock due to the behaviour of the US.

            The US has not fulfilled its commitments as regards the lifting of the sanctions within the agreed period but insisted on its unreasonable demands concerning the nuclear declaration, thus throwing hurdles in the way of settling the issue.

            As clarified in the statement issued by the spokesman for the Ministry of Foreign Affairs on January 4, the DPRK worked out a report on the nuclear declaration and informed the US side of this in November last year. And when the US proposed to have a further discussion on the content of the report with the DPRK, the latter has shown so far such magnanimity as responding to such negotiations.

            Simple is the reason why the DPRK responded to the negotiations on the issue of the nuclear declaration.

            The Bush administration was so absurd as to raise the issue of "suspected uranium enrichment" in 2002, scuttling the DPRK-US dialogue and straining the situation to an extreme pitch of tension. This pushed the DPRK to its access to nuclear weapons in the end.

            The DPRK rendered necessary sincere help in clarifying the issue raised by the US side, taking into consideration the face of the Bush administration which was to blame for the former's access to nuclear weapons.

            When the US side claimed that the issue of "suspected uranium enrichment" can be solved if the DPRK tells about whereabouts of the imported aluminium tubes, the DPRK took such a measure as an exception as allowing US experts to see even sensitive military objects and providing them with samples.

            And when the US side was the first to raise the issue of the "suspected nuclear cooperation with Syria", it asked the DPRK to reconfirm its commitment not to proliferate the nuclear technology as the relevant object of Syria was destroyed by the bombing of Israel, making it unnecessary to clarify it any longer.

            This "suspicion", too, had nothing to do with the DPRK. But it was so broadminded as to meet this request as a part of its sincere efforts to help implement the October 3 agreement.

            The DPRK has sincerely taken part in the negotiations taking the face of the US side into consideration.

            However, the further the negotiations went on, the greater disappointment the attitude of the Bush administration brought to the DPRK.

            The US side is playing a poor trick to brand the DPRK as a criminal at any cost in order to save its face.

            The DPRK can never fall victim to the Bush administration's move to justify its wrong assertion.

            Explicitly speaking, the DPRK has never enriched uranium nor rendered nuclear cooperation to any other country. It has never dreamed of such things.

            Such things will not happen in the future, either.

            Should the US delay the settlement of the nuclear issue, persistently trying to cook up fictions, it will seriously affect the disabling of nuclear facilities which has been under way so far with a great deal of effort.

A spokesman for the DPRK Foreign Ministry gave the following answer to a question raised by KCNA Saturday as regards the adoption of an anti-DPRK resolution at the 7th session of the UN Human Rights Council:

            The session held on March 27 criticised the DPRK's "human rights situation" and adopted a "resolution" on extending the tenure of office of a ghost-like special rapporteur one year.

            The "resolution" was bulldozed past the session with the help of some dishonest forces, the EU and Japan being main players, pursuant to the US moves against the DPRK. This is a politically-motivated document as it is full of sheer lies and fabrications.

            The adoption of the anti-DPRK "resolution", the most vivid manifestation of the act of politicising human rights, selectivity and double-standards, is to serve the political purpose of tarnishing the image of the dignified DPRK and eliminating its ideology and system.

            The "resolution" is little short of paralysing the universally accepted deliberation function of the council to handle the human rights situation in all countries on an equal footing as it calls for retaining the post of special rapporteur for an individual country, a leftover of the already defunct UN Human Rights Commission.

            Twenty-five countries out of the 47 member nations of the council said no to the "resolution". This fact goes to prove that the "resolution" lacks both impartiality and objectivity and its objective is also questionable.

            As far as the human rights are concerned, blame should be laid on the US, the worst human rights abuser, as it has unhesitatingly committed aggression against sovereign states and massacred civilians there, on Japan which has evaded its responsibility for the past hideous crimes against humanity and on other Western countries plagued with all kinds of human rights abuses.

            Human rights precisely represent sovereignty.

            Human rights are firmly guaranteed legally and institutionally in the Korean-style socialist society centred on popular masses, and its people fully enjoy genuine freedom and rights in all the fabric of social life.

            The DPRK sternly refutes the "resolution" as it is a product of the anti-DPRK political plot hatched by the EU and Japan at the prodding of the US.

            The "resolution" will only result in scuttling the co-operation between the UN Human Rights Council and the DPRK and aggravating their mistrust and confrontation, and the US, the EU and Japan will be held fully accountable for all the unpredictable consequences.
